I tried to center and put on platform thinking it might have been shifted, nothing. Then I tried to scale it up and down thinking it might be too small, nothing. The points where the "outriggers" attach to the main fuselage are almost nonexistent; there are hollows in the fuselage but the outriggers don't "plug into" them - they only contact the fuselage at a few tiny points. The net result is that the outriggers attachment is extremely fragile, and once you've scaled this down (80-90%) to fit on an Up! it is virtually impossible to clear out the supports in the fuselage sides without breaking the outriggers off.

When I've printed this (3 times so far) I always had to reattatch the "outriggers" I spent very little time "correcting" the model as I found it online and only flipped surfaces in google sketchup and then output an STL file, maybe one day I will import this file into SolidWorks and try to clean it up but that will have to wait till I have more time, did you try the "unsolid" check box in the print dialog?
