We use QCAD our drawings. You can use QCAD (lnx, win, mac) to manipulate it. There is a free version for all platforms. http://www.qcad.org/

Hi! I love this design. I want to make it on my mill but I can't load that file into Sketchup. I can trace the JPG files but is there a better program I should be using to manipulate DXF?

You need a .stl file for us makerbot junkies :)

I just posted a printable one yesterday.
