If you use two bearings and shift the screws to the other side and make them slotted.. its may even be a tensioner.. throw in two springs somewhere and it could be an autotensioner ;)

uploaded a new version - the diameter of the idler holder is thicker so it applies more pressure to the belt. It functions much better!
