MacGyver kindly sent me his fixed model, which I've uploaded as "Tugboat Fixed.stl". Slic3r claims it isn't manifold, but it seems to generate nice gcode -- so you might want to give it a try!

I printed it but the top and the smoke stack popped right off. It appears there is a tiny gap in the model under the smoke stack and the main cabin.
