You should change "#!/usr/local/bin/ruby" to "#!/usr/bin/env ruby". This will allow this script to run unedited on many more systems, my own included.
It runs fine on Linux as soon as you have installed ruby (see: stackoverflow.com/questions/18541695/installed-ruby-using-apt-get-install-ruby-2-0-0-succeeded-but-not-using-correct). So thanks a lot! It solves perfectly my OpenSCAD -> ASCII STL -> Binary STL -> MeshLab previous issue. Great job! ;D
How do you run a ruby script in windows?

Instructions

A utility for converting STL files between ASCII and binary encoding. I wrote this to save disk space and bandwidth when handling STL files. Some modeling programs include this functionality, but it is nice to have something that is more lightweight and can be called from a command line.
