I currently have an UP! Plus printer and was able to get this thing to print out by selecting "Unsolid Model" and also using the "Fix" function in the Up! software.

I just loaded the stl into Blender to do some checks, and found it's only 2mm in diameter. Also, it's a non-manifold mesh - all your details are separate meshes. So, you'll have to do some work to make everything one continuous mesh.

Then there's the issue of overhangs - I'm not sure if the bottom of the saucer is too much of a challenge for my printer or not. If you sliced the model into two, flipping the bottom half 180 degrees, there'd be no issue, other than having to glue the two pieces together.
