what program are you using in the video to create a model from a photo, i've never seen that done before.

He's using Blender, an open source 3d graphics software.

Could I scale this up to fit a average adult head and if so how much?

Yes, though you may have to skew the proportions to fit as best as possible.

Man ReplicatorG you are old school. :-) That video is some great viewing. I wanted to see some fresh from the printbed pics to see how far you went with smoothing and I must say, you are a skilled artist. Very inspirational. Screen accurate damage and everything. Wonderful job.
