Slice with 2 shells (/perimeters) and 0% infill, ideally in transparent PLA. At coarse resolution (0.3mm), you will find prints retain good transparency (and print quicker!).
Created in stunning Faberdashery Glacial Blue PLA^.

Object requires ~4g of material (~1m of 3mm / ~2m of 1.75mm filament).

Can anyone tell me how to set 2 shells in Cura 15?

Shrunk it down and printed a few in clear PLA (0.3mm) on my Printrbot Simple Metal, then hung them from the chandelier. Awesome design!

Works great at .4 mm resolution using the Vase mode of Slic3r, prints using about 600 mm of 1.75mm ABS.

Can you poor water in it and get real icicles?

If you split the design in half, perhaps you could use it for casting...?
This model was really just inspired by icicles :)

These are great! No problems printing on my Rep2 with 2 shells and 0 fill. I printed a variety of them scaled to different sizes- some with uniform scaling, some where I just scaled XY to make them skinny/wide. It made a nice variety.

Fun tip. Nice way to get more varieties :)
