Summary
NOTE: This project uses flames and flammable materials, you assume all risk. I'm not at all responsible for your house fire. Think and act wisely.
UPDATE: It recently came to light that this thing wasn't manifold. I've since fixed it and the only file now available is that fixed file. I apologize for any inconvenience. The size has also increased from 27 MB to 32 MB. The teeth are no longer separate from the skull.
Halloween is coming up soon, hope to see some nice makes or remixes.
I remixed the original in Meshmixer. Added a ton more polygons to smooth it out, removed the jaw bone and added a spike to the head. Printed it with 5% infill, rotated X-axis 1 degree and sunk it into the bed a couple mm.Printed just fine at 200% scale of stl using custom supports.

Notes:
Used custom support generation, tilted the x axis 1 degree to level model and sunk into the bed until the teeth were just touching build plate. The back of the skull should go into build plate visually and make a nice flat spot. I also printed this 200% scale from what I made the stl.
Post-Printing
Remove supports carefully. Sand model to reduce glare from print surface. Optionally use some automotive high fill primer. Model does print very well. Printed in white maker series pla.
Take a 9 or 10 inch long tapered candle in your choice of color. You might need a lighter, or as I used, a propane torch. Form a hole on the bottom of the candle with the nub by forcing the it on in a rotating fashion. Melt the candle and with droplets form a circle of wax for the base of the candle to connect to. Press the formed hole on the candle into this melted wax. You might need to go over it to solidify the base to the head with a torch or other large flame. Be careful and don't light the print on fire. Then watch and make sure the candle is centered for about 30 - 45 minutes and let it burn until you achieve the desired affect and length of candle. Perhaps use second candle to cover more of the top. Place on mantle, feel pride and accomplishment, cherise forever.
