Made it, but it's not working well. Just a faint start of a whistle when cupping the cone. Could be the stray stringers I have near the whistle end though (some calibration issues yet). Still cool idea though.

I glued the handle to the cone so as not to leave air.

Mine came out the same...

I feel this may be a little more useful with the whistle closed off, and the hole where the sound comes out of placed inside the horn. This would allow you to blow the whistle and direct the sound outward from you like a real megaphone.

Sure, there isn't behind a big study, any advice on the development is welcome! Thanks!

The heat plate set up looks great - is that on thingiverse?
