I noticed there weren't many models of this legendary 1st evolution Pokemon, so this was my go at it!

why does he look rubberized

Aha I'm not positive I understand what you're asking... but if you're talking about the cover photo for this model, it is because that is a render, and I applied a soft plastic to the model, which will give it that almost rubber look. I could've chose a harder more reflective plastic, which would make it look more shiny and hard opposed to soft/rubbery.
