Print with 100% infill, white filament works very well (transparent filament works sometimes) and a dark filament is not worth trying.

After it's printed, hold it against a light. It's based on the second image from here:

The file is relatively large, don't surprised. The preview on the photo is noisy because my build platform is actually PCB with holes, so my bottom of the prints has a lot of dots which requires post processing, which on the photo was not done yet.

What Material did you use? the only white I have available is HIPS, and I'm not sure if that will let enough light through. I do also have a glow-in-the-dark PLA, but I don't know if having the light come from inside the plastic would ruin the illusion. Help?

The one on the photo is transparent PLA, not sure about the glow in the fark. If you are worried, you could shrink it on the Z axis to make it easier for the light
