Cateye makes one of the best water bottle cages available. The design has been around for many years under various brand names, but it's a solid design, reasonably light, and tremendously durable. Because of that, we use it on several of our bikes. However, on my wife's Scott Scale, the water bottle cage mounts on the seat tube are strangely high, and when a bottle cage is mounted there, there isn't even enough room for a small bottle. (see the photos)
It might be possible to use an offset mount like the Wolftooth B-Rad system, or this design, but on this frame that would make the bottle interfere with the cage on the down tube. To avoid this, I use these simple mounts to drop the cage by not using the standard mount points.
To use these spacers, you'll need to make sure you've got long enough M5 screws - at least 15mm should be sufficient, depending on your frame. Apply blue LocTite (242) to the threads and insert the screws through these spacers with the screw head on the wide side of the spacers. Insert the spacers with the top spacer in the cutout near the top, and the bottom spacer in the cutout between the stock bottle mounts. Tighten lightly, and you're good to go.
