I have been trying to print ABS on a cool bed for few days and tried many materials and setups without success. Finally I got to something that might work. I used a piece of PVC sheet, 1/8" thick and brushed a layer of ABS juice on top of it. ABS sticks really well to the platform (cool bed around 15 Celsius) but I had problem with layer adhesion, ABS just broke itself of the raft. I even set the separation between the raft and the model almost to 0 (0.02mm). Maybe I just got a bad batch of ABS or my settings weren't right. Please try it for yourself and let me know if you succeeded.
Then I tried to print Poly-carbonate on the same setup and it worked very nicely. The trick is that you will have to print at higher temperature compare to printing on a hot bed for a good layer adhesion.
