Being the wheel big, it rotate quite well thanks to angular momentum.
It's enjoyable toy at any age.
Printed uses Only 3m filament.
I tuned the hole size for a toothpick in winter environment 12 degrees Celsius, PLA 204 degree first layer, 200 degrees other layers, 60 degrees hot bed with CR-10. and the hole designed with 3mm diameter but 4 sides, fit and grab well a 2mm toothpick (I mean the effective printed hole results smaller than the printed size due to melting and pressure toward the center during filament deposition)

the hole is made with a cylinder(d=3,$fs=4) which is driven by 3mm diameter, the toothpick is 2.1mm, with several prints with different diameters the result was fine with that hole size. If it doesn't work for you let me know environment temperature and PLA temperature.
A full path from the total idea to the object
After reading that spinning top are difficult object to print well, I had the idea to use toothpick to make a 3D printable spinning top. In fact toothpicks are robust and light and pointy: just right for the spinning job, I consider it so simple that I wander why no one did it before.
The final hole when printed might appears round-ish but it's designed as a precise square to better grab to the tooth-stick (greater pressure on only 4 sides) as it has to give the spin to the whole big wheel.
The 4 blades are also minimally oriented as a fan cutting the air normally and lightly blowing.
