I think your work is amazing. I bet you could do the cyber punk thing too pretty well, Shadowrun style with orcs and elves. That's what they remind me of.

Am I able to scale it down for the 28mm figure use?

People have reported that they mostly print out fine at 28mm. I think the multiuplier is .64 or 64% depending on what you use to scale.

As far as 3 coat speed painting goes, I think Teri's warhammer videos cover it well

I would add these notes.
Just use liquitex acrylics, Abs takes acrylic really well. I would pick up some acrylic matte medium and micro pens as well
the matte medium is just paint without pigment in it, you can mix it with water and paint for doing extra glaze coatings. Leave them dry for 24hrs before doing any art pen work or you'll wreck the pens. The prints will look better painted in real life, they photograph poorly as the camera tends to amplify texture from printed layers.
