Can you give a clue as to how that jaw goes?

The lower jaw is made of a 4mm diameter aluminum rod - bent like this: http://www.markus-g-nowak.de/blogpic/puppet_lower_jaw_zps5edda391.jpg
I used Plaast to make the sockets that hold the ends of the rod. Heat Plaast to 62°C - sculpt it around the ends of the rod when it is in the right position - rotate the rod when the Plaast is almost cool again to make sure what it does not stick on the metal. I covered the front of the rod with Wonderflex.

what scale doe this have to be for it to be used as a fursuit head?

I would say at least 21.5cm wide - that's the width that I used for the Nylon-printed version (it's ok for me, but I have a small head - you may have to print it bigger). This model was not primarily built as a fusuit-head - you also may have to change the top of the head to make it a little higher - or print it bigger. The model of the lower jaw is scaled for 21.5cm width.

Load the model in NetFabb and use the measure-feature to check the size (measure the width of your own head and the height from your mouth to the top of the head - keep in mind that the fursuit-head should be tilted down in the front).
