I don't really get the use of this, or the ampersand design?

It is a carbiner-esque keychain holder. The top loops onto a belt loop or a strap while the holes at the bottom allow for key rings I've attached another photo of it, in use, I hope I've answered your question.
As for the ampersand design, it's really just aesthetic, I had noticed the carabiner I was designing resembled and ampersand so I came to this.
(I could also say it's because it combines you & your keys)
