Summary
It's a quick doodle of a multipart picture frame. You can plug pieces of frame onto the base to extend it, and to hold down the picture within.
I would probably make it (more) parametric and extendable in all dimensions, but I'll leave it WIP until I actually get around to it.

Instructions
The tolerances in the scad/stl files are set to create a loose fit. If you want to make the frame more permanent, use a bit of glue on each connector, or set the tolerances down.
