Summary
It's a simple tarp clip. All you need to add is a wing nut and bolt.

Instructions
- Print on 3D printer.
- Drill a rope/bungee size hole (at least 0.25") in the thick end.
- Drill a 0.25" hole through both jaws near the teeth.
- Place a bolt and wing nut through the hole near the teeth to tighten.
I don't have access yet to a makerbot or similar 3d printer, so please let me know how this looks printed so I can adjust it as necessary.
